brad gibbons the unit you are questioning is urban search and rescue the fire department only uses those units when a building collapses or if a major emergency happens were people could be buried underneath structures/rubble after a catastrophic event.

Brad Gibbons, these are the apparatus of Pennsylvania Task Force 1. PA TF 1 is part of the FEMA Urban Search and Rescue (USAR) program. There are 28 of these teams throughout the United States. Teams are activated based on the severity of an incident and the capabilities of the local organizations where an event has occurred. Typically these are large scale, multi day, technical rescue operations as well as disaster management. FEMA has a standardized list of 16,400 pieces of equipment to be carried by every one of the 28 teams, hence the reason for large cargo trucks and even tractor trailer trucks. PA TF 1’s primary participating agency is the Philadelphia Fire Department.

Zachary there is only one DHS/FEMA task force for the state of Pa. The Philadelphia Fire Dept is the primary agency, however there are multiple components to a Task Force so there may be members from areas throughout the state that make up the entire team. For example, K9 search dogs may be handled by people that are not PFD members but are still part of the Task Force. You will find smaller, localized teams, such as a county wide or an individual municipality that form similar type teams or task forces, have much of the same training, and even quite a bit of the same equipment but have much smaller operational jurisdictions. The FEMA teams can essentially be deployed anywhere in the country if necessary.
