19:07 like a lot of Kings moves this is a callback to the anime "Kinnikuman". To be specific, this was the tag-team finisher of the "Hell Mercenaries", the main antagonists of the Tag-Team arc, consisting out of BIg the Budo and Neptune-Man who were based on Andre the Giant and Hulk Hogan. The name of the finisher was the "Crossbomber", and when neptune-Man re-appears in "Kinnikuman Nissei/Ultimate Muscle" he was able to upgrade it to the "Fiber-Cross-Bomber" together with Wally Tusket. The upgraded form of this move btw cut off the opponents faces, which neptune-Man collected by pinning them onto his cape afterwards.
