The amount they were mentioning during the nikkah is called ''Haq Meher'' In Islam there is no concept of dowry. Dowry is in-fact a traditional practice of the Indian sub-continent. In Islam the groom has to pay a certain amount either in cash, gold or property to the bride after his nikkah. That amount is decided by the elders in the family but groom and his family must agree if they want to proceed with the marriage. Haq meher can be given right after the nikkah but incase if its not given after the wedding, and the couple decides to divorce, the husband is lawfully and religiously liable to pay the decided Haq Meher to his ex-wife. The concept of Haq meher in Islam is to safeguard women with financial security. And to also keep the spouses bound to each other so that they can sort their differences out in other ways and there is less chance of divorce.

That amount is haq mehr (right of mehr) which is any amount or gift or dower given as a mark of respect to the wife at the time of marriage by the husband is obligatory and is referred to as mehr. It is the legal right of the wife. Without the payment the nikkah is not complete! Mehr is only the properry of the woman and nobody can claim or keep it! And as it is a legal obligation, it must be mentioned during the nikkah ceremony so that everyone (especially the bride and groom) agree to it in front of everyone

15 lakh is Haq Mahar, the amount of money which groom will have to give to bride in Islam after Nikkah ! Its compulsory for groom to give his wife money how much he can afford to give !

the 15 lakh is basically the amount the groom gives as a gift to the bride. it is decided mutually by the families based on the grooms income, status, etc. This is a REQUIRED part of the nikkah so it is said during the ceremony but the actual amount is very dependent on the culture. Pakistani's typically keep a very minimum amount just for filling a formality as compared to other cultures.... from what I've seen in the US bengalis and arabs set a sky high amount which the groom pays a part of immediately and the rest is paid if a divorce happens. So these cultures kind of on purpose set a high amount in order to prevent a divorce without consequence. Neither is right or wrong, its just different cultures practicing things differently. at the end of the day it shouldn't be a punishment for the groom, it is supposed to be a good gesture for his bride.
