RS passes a resolution with 2/3rd majority to legislate on the matters of state list in national interest. (Art.249) 2. Proclamation of Emergency is in force (Art.250) 3. First Schedule contains the name of States and Union Territories and Territorial Jurisdiction of states is also included. The fourth Schedule of the Indian Constitution contains the provisions in relation to the allocation of seats for States and Union Territories in the Rajya Sabha. Any changes in article 2 and 3 will have obvious changes in first and fourth schedules if we go by the very definition of these schedules. Conditions of Parliamentary legislation w.r.t. second list of seventh schedule i.e. state list 1. National emergency is operating 2. During president's rule 3. In matter of IR domain 4. When Rajya Sabha passes resolution 5. when states themselves make request. QoD: D

Fourth schedule deals with the provisions relating to allocation of seats in rajyasabha for states and union territory. Now if an area of a state is altered it changes the population and territorial extent of the sates which in turn affect the number of allocated seats. The first schedule deals with the name of states, union territory and their jurisdiction which is also altered by changes through article 2 and 3.
