Rig veda says which means first veda aryan gods indra, agni, varuna and vayu. In this context the aryans has many gods. Later in upanishad period after years struggling and thinking about god then came brahma which is formless God. So I would says first there was more then one god and later one god. Now where is Siva and divine mother. Both Siva and divine mother belongs to the indigenous people of the sub continent.
