The French found him not guilty due to insanity, and so they sealed all of the evidence related to the crime. When he was deported to Japan, all the psychologists there decided he was sane and his main motivation was sexual perversion. He couldn't be charged because France wouldn't give Japan any of the evidence due to his not guilty status. You can't charge people of a crime without a body or any actual evidence, and so he got away due to a loophole.
