The majority of all game motion characters are based on the performance voice actors itself. The only difference is that when it comes to the main and supporting characters. The developers concentrate and spend more time to the details of them compared to background characters. Which is why you see the main and secondary has better detailed sketch with minor adjustment to game role-playing and less detail to background characters.

Yes what they do I think is they probably start with just recreating the actor 1:1, but because it's a game they will make changes later if they decide to for whatever reason. This is why main characters tend to look more different, usually to emphasize some personality trait of the character, but then the more side characters are usually just their actor because that was probably considered good enough and not needing adjustments to better fit the personality. A good example of this is Trevor / Steven Ogg. Steven Ogg is actually a really handsome man, but they made Trevor a lot uglier than he is to better fit his disgusting nature. I wonder sometimes if this is part of the reason why Steven Ogg rejects being called Trevor so much, since he's simply much better looking than his character and he might be insulted by it.

Great job. I think the developers did a great job at balancing actor likeness and make the characters feel like their own. But after seeing this, I would've liked if certain characters looked closer to their actors; Bill, Pearson, Abigail and especially John and Dutch who I would've loved to see them share more of Rob and Benjamin's likeness. It'd be cool if you did it with RDR1 characters to see how how they'd look as John and Dutch from that game.

As the point is to make them look distinct while still basing their features on their actors, even John shares some similarities with Rob. But I think it would've also been cool to see the models looked closer to their actors to appreciate their mocap performance more and because, like in the case of Dutch, Benjamin Davis has a very fitting face for his type of character imo.

Rockstar really did a great job, keeping original voice actor features. Understandably, they had to make them look older and wizened, with more wrinkles, as the characters spent a lifetime outdoors, living rough and often on the run. Also excess cigarette smoking and drinking too

Honestly I'd rather they create a spin off show that follows Dutch after the events of RDR2 instead of an adaptation of the game. Have the games tell their story but create a show called "Dutch" following him from the end of RDR2 to when we meet him in RDR1.
