Hosea hates needless conflict, even in the face of an actual enemy to the gang. That's what his conversations about the ferry job in Blackwater and the Carmody Dell robbery teach you: Hosea is one of the only people left in this line of work who understands that peace is achieved through peaceful means like accepting Milton is in charge in this situation and not shooting up the law in a failed heist. He's also probably just too unwell to put his own life on the line and risk getting shot (the only time we see him in actual serious action is when Jack is taken because of his empathy for the Marston family) as Milton doing this was a total surprise. No one expected this
