If the line had been just "kimi janai (きみじゃない)" then it would be "It isn't you". If you google other translations of Re: Re: you'll see they all understand it as "It has to be you" or "If it's not you" Here's a footnote from one translation I found from greenmoriyama's blog: _"By this part of the song, it is evident that the singer has been waiting for the “you” he keeps referring to. He’s been waiting for this person for so long, inflicting himself with pain within. As the end of the song mentions, “it has to be you“."_ I changed the last line from "It has to be you" to "If it's not you". Hope the meaning of that line carries across better.
