This song is about the hypocritical santa. Santa on TV show looks like generous but actually he's exploiting witch's power. Now witch's power is evaporated, He makes another policy(red paper..) and makes his sides to agree on that new policy. She wrote "Help me find my grandmother" which was the witch teaching the kids. There's several layers to this song, one one hand it represents the exploitation of the very rich and poor/middle class in korea (chrismastown vs holloweentown), the other is how the government (santa) is trying to control everyone's life through the life contract system they designed (cradle to the grave).

가사 해석을 좁게 하셨네요. 자본에 촛점이 있다기 보단 tricky 한 술수로 대중을 속이는 권력을 얘기한것이고, "요람부터 무덤까지' , '밤새고민한 새로운정책' 처럼 대놓고 박근혜정권의 대표적 정치문구를 가사로 그대로 쓴걸로 보아 서태지의 타겟은 박근혜정권이라는 것을 알수있죠. You don't even know what the point of sarcasm in lyrics, it's more about general tricky power, especially Seo taiji aimed South Korean government. This lyrics some of wording are political slogans of Korean government.
