France had wasted so much money due to the upcoming Rugby World Cup and Olympics. Not to mention, everyone weren't too happy about France hosting such a big events in response to the hooliganism incident during the previous season of the Champions League Final in Stade de France.

It is but not like it was pre WW2 when it was extremely popular among the working classes, only for the Vichy government and the French Rugby Union Federation to undermine the popularity of Rugby League in the country.
