Here in Italy the beaches are not all paid, obviously if it is a city seafront yes. In Sardinia for example where the sea is beautiful and transparent as in the Maldives the beaches are almost all free. In Porto Cervo, for example, there are ultra-luxury resorts where two sunbeds and an umbrella cost 300 euros a day. I believe you also uploaded a video where some guys on a boat wanted to dock in Porto Cervo for a night and asked them for 800 euros. That's the place.

The beach is free the seats and umbrellas are private. A small portion of the beaches are public.
