It's war time during medieval days. The merceneries/soldiers could be lying about it and use it as a pretext. Even if it were true, you cannot judge the woman based on that alone. There is war. War causes famine and countless other suffering. If there is no food to eat like sheep or chicken, then they used to eat their own dogs, horses and donkeys. If they didn't have that either, it's dead humans. It's simply survival.

I love the fact how the game is about a search of protagonist's adoptive daughter, while in the meantime hunting for hundreds of monsters. Meanwhile the teaser: two witchers drop off a head of what looks like a reindeer, get paid, the employers attempt to rape a woman, but since she fights back, they decide to hang her. Then one of the witchers return, force push one of the rapists away, the man instead of running, pulls out his knife and charges at the man who with jsut a flick of his fingers made him fly away like a ragdoll, has his throath slit, then another guy has his armpit stabbed, dislocating his arm in the process, the other man is trown around, has his throath slit, basically being killed in 2 seconds, pathetic if you ask me, he is a soldier and those are supposed to be trained in combat. the armpit stab guy, crawls away like a maggot, and then the scene cuts to him standing on a stool with a rope around his neck, the witchers ride away, and the woman stands beside the man standing on the stool and she wonders "What the fuck has just happened?" xD If this was some game like For Honor, then the teaser would make sense, but knowing what kind of a game witcher 3 is. even i am going "what the fuck" when seeing this teaser. Matter of fact it's not even a teaser, it's just an older man bullying three teenagers sexually assaulting a woman xD
