The hints of the Los Locos theme is interesting, probably because the pirates faction is another Latino hostile group.

if you think about it, they could be a splinter of los locos. It was never implied that Los Locos exclusively enlisted their members from Mexico. Its possible that members from other south american countries like guatemala could've splintered off after the events of Port Hokken , since it caused a blow to their weapon supply, and the takedown of Sonoran Cartel enforcers in 213 Park put Los Locos into further disarray. Some might've decided that piracy was a better option rather than sitting around in the streets waiting to be picked off.
