Yes, if you're asking about the opening hours of public kindergartens. This is convenient because usually people in Russia work starts at 9 am and ends at 6 pm. And you can cut your working time by half an hour to 5.30pm (your salary will also be cut :) if you need to pick up your child from kindergarten.
