27:38 - was this a 30 zone due to the street lighting?

It was 30mph a long time before this and so until you see another speed sign it will stay the same. But as you mentioned there are street lights so it wouldn't be national speed limit without a sign then

Yes every test they will ask you to pull up on the left 5 times approx. They want to test if you will hit the kerb, do your msm routine, shoulder checks before leaving and not affect cars while doing all this.
