Point to be noted: You have to live in the country for 4 out of 5 years and have to learn the Latvian Language up to B2/C1 level to apply for PR and by living for so many years you will be a tax resident too and it's a high tax(20-30%) country

On further note, UAE's golden visa program maybe costly and does not give PR but it does have other advantages, e.g., lower corporate tax and VAT for business, no income tax for individuals. Cheaper living expenses compared to Latvia and easier access to better English School Education, you can hire full time Maid for around AED 2000 per month.
