Alot of pellet characters are gonna suck now. I dont see this update going over well without a slew of characters getting compensatory buffs.

Just a quick note. In the math section u can just multiply the first equation by 0.5 and be done.

Ok so Dva is basically fucked. 50% damage on all of her damage vs other tanks she literally can't fight other tanks anymore. She will have to focus squishies 100% of the time because it's literally pointless for her to fight the enemy tank now. This is going to really hurt her ult charge too.

Yes, this hurts dva a lot when it comes to the tank matchup. Keep in mind that she also has a lot of armor, so she does benefit from that aspect of things. But yeah, she's going to want to avoid shooting at armor.
