Not every cat is a cuddle bug . You need o give them space and time. Learn them and their rhythm. Expect you will need to put in time, consistency and be patient with them. No sudden movements or loudness. It takes time, months of this. Play at the end of something long like a ribbon toy moving in slowly. Allow them to go away & decompress. Food helps but love, time & patience are the most important.

I don't think you fully understand the situation. Samsoon came into their house after getting injured but would not let them touch her. Since she did not appear to have pain from her missing leg they were just giving her time to get comfortable. When they saw her leg was getting worse and was obviously a problem for her they immediately called for help about how to get her treated. Now they are able to start building a relationship with her and gaining her trust.
