Hello, of course. Once you become a permanent resident of Canada you get to pay domestic fee and even have access to student loan if you want.

No you can’t, it will be written boldly on your visitor’s permit at the point of entry that you are not allowed to work with this status. What you are allow to do is apply for work permit while on visitor’s visa. It’s only on work permit that you can work in Canada.
