Many direct films that get nominated for Oscars just they don't get best director nominations. And this is despite critics praising their direction. Also the fact that none of Agnes Varda's films considered by far the greatest female director in the history of cinema. Sad part is none of her work was nominated for directing awards during her career. Most of her recognition was after she became an enduring legend as her films are beloved and considered some of the best films in history. I mean American Psycho, Zero Dark Thirty, The Piano, Something's Gotta Give, Boys Don't Cry, Jeanne Dielman, A New Leaf, My Brilliant Career, Girlhood, Monster, Europa Europa, We Need to Talk About Kevin, Persepolis, The Matrix, Yentl, Clueless, Winter's Bone, Daughter's of the Dust, Seven Beauties, and Cleo from 5 to 7 are all to some degree regarded as classics by generations of people. All of these films have awards recognition or esteemed long lasting acclaim or are studied in film schools then yes women have directed worthy films. They've just been shut out of director awards which is crazy since they made these films! Lina Wertmuller and Agnes Varda just recently received Honorary Oscars for their directing careers.

"to have the balls to do something" means to have the courage or guts to do so, and it normally carries a positive connotation, but in this case she's saying she doesn't have the balls to do what they've done (i.e. direct a film and get commended for it) because she literally doesn't have any balls (i.e. testicles) This year, the directors nominated in that category - AS PER USUAL - were all white men, or mostly white. It's a play on words that's intended to facetiously compliment the nominées for their feat, but also remind them that they've gotten the recognition because of the rampant misogyny in the industry. I think the joke was brilliant because as opposed to openly criticizing the academy, she's doing it stealthily by way of a backhanded compliment. And IMO it's especially clever, because she managed to make a sophisticated joke out of a remark that ultimately alludes to genitalia, which is often done for a cheap laugh.

It's so amazing how she can make "looking at a piece of paper" work in the scenario. Usually it goes "robotic" when someone is reading their lines but honestly it goes so well with the scene that idk if it's part of the bit or just her actually managing to read and nail the timing of the jokes. which is amazing in both ways.
