It is possible to balance a tire by spinning it on the rim, but it's likely that lining up the dot with the valve stem is the best chance of that because that dot marks the lightest part of the tire. That being said if there is no dot I would start hanging weight opposit of the valve stem. I've balanced tires in my living room and know they were good to 150 which most people won't ever see. I've used hair spray as lube a lot. It seems counter intuitive but it's slick when it's wet, and will glue the grips in place when it dries out. All of this stuff has come from decades of repairing everything from bikes to big rigs for a living including a couple years as a "race engineer" for a handful of SCCA road race cars. Hope it helps someone who is learning to fix their own bike.

I'm glad it worked out. And yes that rear wheel is a bit cheaper to mount. Captive spacers do help. I also know a few racers who taper the brake pads to help it mount better.

I bought a pitbull wedge which makes it very easy to keep the rear wheel or front wheel up when removing or putting the axle back in. Worth the money!!! It attaches to the rear/front stand and you just use the adjustment knob to raise or lower the wedge to the wheel height.

Don't replace parts on your track bike if you don't have to even to, even if you have an extra. Like your exhaust muffler. I get that. Some people like me just have an itch to have a back up / stocks of every part. Plus, it's a track bike. It's meant to be trashed and will need replacing parts often. Replace the part only when you need to.

scooters have less power and smaller tires are good for fuel economy. sport bikes gotta go fast. but look at 125 or 250 sport bikes they have smaller tires. They don't need as much grip in the rear with less hp.

you never learned the air compressor trick to put on or take off hand grips? also you can safety wire your grips to keep them from moving around. Those grips have grooves for the safety wire.
