For every enemy you hit with Carnage, it’s cooldown is lowered by 2 seconds. Since Carnage’s cooldown is 8 seconds, hitting 4 enemies resets it’s cooldown allowing it to be used again.

So yes, in the midst of chaos, one of JQ's best abilities can be used over and over again if places just right.

Her axe’s cooldown shortens by 2 seconds for each person it hits, so when he was hitting 4 people it immediately resets so he’s able to use it again. Basically as long as you hit 4 people with one swing, you can use it indefinitely.
