THIS IS WHY I SAID , TO GIVE WAIVER TO POORER JAMAICANS TO GET SOLAR SYSTEMS /GENERATORS TO INSTALL AT A LOW COST TO START BACK THEIR RECOVERY ..

The solar equipment has to be secured from theft. Also, panels cannot be installed onto a roof that blows off. A few people I know have had their solar equipment stolen. It's more complicated than just handing out solar equipment.
