Vegeta doesn’t care if its a boy or girl. He’s nervous. With Trunks, he didn’t give a damn about caring about his son at birth. With Bulla, it’s different and just shows his development as a character and father.

Vegeta was never upset that the baby was a girl. He feels embarassed to show his emotions, his pride as a Saiyan forbids him to. Back on planet Vegeta, Saiyans never cared about their kids other than their power level, the only exception being Bardock. You can see how Vegeta turns Blue when Bulla starts crying, that's enough to tell us that he cares for his daughter a lot.

I never understood why Shin said "since planet sadala, vegeta, and namek are no longer with us". What about all of the planets buu destroyed? Or the ones beerus destroyed? Or even frieza? Does he not count those or does he just not mention them because we don't know the names?

I think there is not an answer for now. Something happened at planet Sadala that had influence on the story. Whatever it is, we may find it out later in the manga if it is important for the story of Super. There is nothing a manga reader could tell you about this since it has not been mentioned anyhow. Since the anime break, we have two more arcs who focus on developments of Goku and Vegeta fighting new enemies which are the strongest in U7 at the moment (new planets, new stories). We do not know if the influence came from another universe or not. The planets Buu and Beerus destroyed do not necessarily have something to do with the Saiyans story. We know that Frieza and his family had direct impact on the Saiyans as they had to follow his commands. The Kaioshin live some milleniums or longer. Same goes for Buu who has been freed from his egg long ago in his original form. And Beerus ? He lives longer than the existence of earth (or he was born when the earth was created ?). I think it has never been mentioned how long the Saiyans exist (are they from ancient times or even the beginning of the earth ? Has there been a huge race that has split through the time into groups or races ?). It may also have a simple answer. There were so many planets Buu and Beerus destroyed that it would stretch the story far too much. Maybe the Dragon Balls recovered some of the planets as the Namekians exist long (their old planet had some tragic story, a war or something and only a few hundred survived. After the Frieza fight, we know what happened. We know from the manga there are small groups of Namekians hidden somewhere in U7 who brought the Dragon Balls to other planets. But this is only side story. The main story is always about the new enemies).

Tbh, the simple fact he says there's only 28 habitable planet sounds dumb to me. If that was true, why does Frieza has like more than 448 undestroyed planet under his control (and I'm basing this on something said in DBS, Sorbet mentions Planet Frieza 448 in his introduction both movie and anime, and in DBZ, we saw a Planet called Frieza 79) and never found earth even after that ? And why couldn't his soldiers find New Namek after his death when they were getting outmatched (which would mean there were lots of Frieza planets that must have been taken back by lots of people from hundreds of other planets) ? I'm just not buying this only 28 habitable planet thing.

Maybe he was only considering planets with occupants with worthy martial artists? Otherwise the number of planets is pretty low versus the amount of different kinds of aliens that have appeared in Dragonball as a whole.

The fact there is only 28 inhabited planets is probably thanks to a few reasons: Shins incompetency since elder Kai was gone Beerus impulses and long naps. (A short nap is a couple of months mind you) Freeza and king colds planetary domination over the galaxy. The sayian conquest before even king cold Buu So it makes more sense why the universe 7 has the second lowest mortal level

I do not think the other races or planets would make the mortal level much higher. We have the people on Yardrat with strange technics and ... ? Well, the Namekians would not add much and the Saiyans back then were quite weak compared to Super (those with a power level between 1,000 and 30,000 were very unique. For Super, we have to deal with power levels of billions or more). The Saiyans would have simply conquered more planets. Freeza´s family would have to train a lot. Normally, there is nobody stronger than Whis, Beerus, Goku and Vegeta in U7. Maybe the Super Dragon Balls could redo this storyline. But we have Goku, Gohan, Vegeta, Piccolo, maybe the character from the new arc etc. to increase this level. About retconned. The new arc in the manga messes up the natural level of U7. It seems the author wants to speed up.

Goku being super strong wouldn’t raise it by even 0.01. The reason the universes mortal level is so low is because so many planets and species have been wiped.
