In the novel "WE", OneState was able to conquer the entire planet and expand into space. I can imagine the bit at 3:40 being OneState forces invading Soviet Siberia, Chinese Manchuria, and U.S. Alaska as part of their plan to incorporate the industrialized world into their collective. Just the thought of fighting a defensive war against an enemy who aims to completely abolish not just basic human rights and liberties, but individualism itself is horrifying.
