No, it's not limited at all. If you assign this DELEGATING command alias to a user, that user will be able to open visudo, and edit it so that he or she can gain full sudo privileges. If you have a virtual machine handy, give it a try.

I dont see a problem there. It's as always. As a root user you better know what you are doing.

True, an experienced administrator would know better than to enable this command alias. But, on the other hand, someone at Red Hat thought that this would be a good idea, so you never know.
