The easiest way to incorporate everything, is to get Nick Fury to actually say the lines that were cut from Ironman. "As If gamma accidents, radioactive bug bites, and assorted mutants weren't enough." Very easy and it just a line of dialogue.

In the comics Red Hulk is only a villain for a short amount of time. He eventually becomes a full on hero.

But that hero isn't General Ross though. That would be his successor; Robert Maverick. Even then, General Ross' Red Hulk was more a villain turned anti-hero.

Regardless, the MCU has changed and consolidated many comic characters into a single version. Like we only have 1 version of Nick Fury. It's very possible that Ross could get attributes of both versions of Red hulk.

How many people don't realize that Clarence of 8 Mile is now Captain America? That's when I realized how great of an actor he was. He has been the best "side kick" super hero since Hawkeye. Anthony Mackie is amazing and can be the lead for this movie. The studio hasn't promoted him properly like they did Chris Evans.
