Steve was looking for a good man the same as when Dr. Erskine chose him. You seem to forget that Steve Rogers was frail and physically weak and just became soldier. So the criteria was character that's why Erskine didn't choose a decorated soldier like John Walker.

Why not? I thought he was great as Falcon and I think he'd make a great Captain America. My only question is, has he been given the "super soldier" serum at some point? As Falcon he was just a regular guy with a flying suit. To fill Cap's shoes, he needs super strength and durability.

I also disagree, I don't know if it's your intention, but you completely disregarded the appearance of Robert Reynolds also known as 'Sentry'. I'm not sure of the plot of this movie but I'm inclined to think that Sentry will have some kind of backstory in this movie to explain his powers. This character has never be revealed in any live action films, only appearing in the Thunderbolts movie.
