Thing is, Canonically the Rangers up until part way through the Zed Saga were the strongest Rangers in the series. This is because the Morphing Grid they draw power from was at its strongest and Zordon who created it was still present to maintain and enhance it. The decline in power started when Rita destroyed the Green coin and while the White coin helped patch the decline and stabilize the grid in the end it continued to decline especially without Zordon to maintain it and the subsequent hits it's taken and the more Rangers using the grid the less power they have. This means the weakest ranger group is SPD with the Time Force coming in a close second mostly because it can be argued that their power varies depending on what time in the past they travel to. Zed is also at his strongest when he first arrives at earth and is easily the strongest villain in the series, but once again Rita stepped in and corrupted him causing him to lose allot of his focus and power in an effort to elevate her own, which inadvertently helped the Rangers since of she didn't interfere Zed might have been able to destroy the morphing grid on his own and he came very close a couple of times which is why the white coin was necessary likewise also needing the carrier zoid whose sole purpose was to act as a shield.

Zordon then created the a "new" energy for Tommy to appease Billy and those like him.
