Outside 2m, yes. Inside 2m the ball is moved outside 2m.

If a foul is committed outside the 6m, but in the act of the foul, the ball drifts to another player outside the 6m, can the player immediately shoot?

Only the fouled player can take the free throw, as far as I'm aware
