Would it work to polish it a little to bring up the shine, or would that not make a difference at all?

Unfortunately not in the case of powder coating, I mean it won’t hurt but you will be polishing the clear coating

Have you ever tried a black primer. I've heard is makes the chrome paint look more chrome?
