Bilkul theek kaha aap ne. Retesting and Regression both are different. Retesting is to test defected part again, and Regression is to test affected part.

Regression Testing is a type of software testing executed to ensure whether a code change/update/release/patch has not unfavourably disturbed current features & functions of an application. Re-testing is a type of testing performed to check whether test cases that were unsuccessful in the final execution are successfully passed after the defects are repaired.

Retesting is performed to ensure wheather the fix (for defect or functionality) is working fine now, which was not working correctly earlier. Regression testing is performed to ensure that the fix didn't have introduced some other defects or we can say some functionalities which was working earlier didn't got breaked due to the fix of defect or due to implementation of new functionality. While performing the regression testing , testing is performed on the impacted areas of the application.
