I got confused initially when you said NO/Normally open is On and NC/Normally closed is off, but then I realized you think they are like that. In reality, they treat open as "open circuit" so it is off, and closed means "closed circuit" so on

Yeah normally closed is sending power if there isn't a signal provided I believe

So in general along with the hardware shown here, youd also need a power supply that supplies enough voltage to power the hardware youre controlling with the relay
