I was taught to hand sew the bodice lining up into place and not to topstitch it or overlock it, but then I was taught to sew many years ago. The dress look lovely

If you steam the velvet on a terry cloth towel it will help to keep the nap from getting shiny or flat. For those new to sewing, pay attention because velvet has a nap/pile. You should try and cut your pattern pieces with the nap going in the same direction.

I love the version with the lace. I enjoy that clothes have some interesting details. I feel that store bought clothes doesn't often have those so I appreciate them.

Is the circle skirt method the easiest way to cut out a skirt? Does a paneled skirt make better use of the fabric? Or is it more work so it’s really not worth it?

With the pattern, if our bust is XS, waist a M and hips a S, I have a pattern master, would you recommend me redrawing those lines from those points to join each other in a new shape or would that not work?

I was in between XS and S and she suggested to go with the bigger size cause it does seem to be smaller than you think in the end. So yeah maybe go with S or M (hip measurement is not really important as the skirt is a half Circle skirt and starts at your waist) mine turned out fitting like a glove even though the measurements was 2cm bigger on bust and waist. :) hope that helps
