Nurses are in high demand, especially an experienced nurse. He could be moving city to city simply saying he moving to the area for family or the climate. Most employers only give duration of the job and don't disclose any disciplinary issues. And he was resigning, not getting fired in most of those.

In my country, every new employee (especially laid from his previous job) is required (however not mandatory) to have a minimum of three people for "character references". This helps the hiring company determine the background of the new applicant. Some company even required good moral certificate from the previous company with police details attached. Hospitals in that country should do a thorough background check before hiring somebody, especially when handling patients in critical conditions.
