I think with the younger people (20-30 y/o) using chat and video calls is a more preferable approach than having to be on the office. At least this is what I see on IT projects. Indeed the challenge is to keep people engaged on the project and encourage the initiative to push forward without being physically there.

Our remote project team believes as a group that it is essential to have our video on as a best practice. Only if we are in a "sit-in and observe" meeting situation or have a technical problem do we consider it optional to have the video off...or someone is sick and just trying to make it through to gain important information. It is not set in stone, but it has made it so much easier when we do have in-person meetings as the face to name is already established.
