It doesn't work. I joined a lobby in Vietnam at 1pm on a Tuesday and it was nothing but sweaty players from the US !!! I never once saw an actual name in Vietnamese, heard anyone speak anything other than English or any inclination that the lobby was any different. In fact it makes it MORE sweaty since only the sweaty players use VPN's. Not too mention Ricochet will detect that you are using a VPN and your account gets flagged and so on. Was no less sweaty, not worth the risk of getting black listed and a total waste of time. Sorry.

1PM is NOT the time you wanna use this, those are peak hours. Which will result in very sweaty lobbies. I recommend you try this either really late at night or early in the morning. I never play around 12pm to 7pm. They will almost always be sweaty
