Benches are usually in the sun that’s why I like using my walker so I can park in the shade

If I book an ecv from a different website do what do I do when I get to Epcot do I tell them at the desk I rented a ecv do I show a receipt

If you book an ECV from a third party website you will need to arrange a pick up [and drop off] time with that third party company. This will usually take place at your hotel and not at the park. The counter at the parks is ONLY for those renting from Disney and will not handle third party rentals.

What stroller rain cover fits the disney world rental double stroller?

I'm not sure about whether or not there's a cover out there that would fit one of the rental double strollers, but I can tell you that a lot of people will use a poncho to get the job done. Specifically, one of the Disney Parks ones or another similar [not dollar store] poncho.
