Whoever that is working on the book, you have beautiful hands...I say this as an artist who has always enjoyed the anatomy & function of hands, they're one of my favorite things to draw (the other is eyes). I don't know your gender, book repairer, but male or female, from an artistic standpoint, your hands are lovely.

The original signatures of that book were sewn. They should have been re-sewn properly before the book was glued back together. It would have added more decades of use to the book rather than a few more years at most.

Looks like Elmer's-type glue, but "thinned" down so you can spread it with a brush. Notice she has a container marked "half & half". My guess is it's half glue, half water. You can experiment with the ratio to get it to the consistency you need.

You know at 2:00 she glue on the sheet of plastic between the book and the cover, so how do they both stick?

I believe that's wax paper placed under the "inside" front (and back) cover. Once the glue has dried, this wax paper is removed. It will prevent this cover from adhering to the first (and last) page of paper.

Just google "book restoration" and I'm sure you'll find somebody near you. When in doubt, go to your local library and ask there. If they don't restore the books themselves, they know somebody who does.
