Replacing a DELCO 60904 on a GM Throttle Body ECM

I have 1980 Cadillac Seville and 1st year of usage TBI, it have 3-part ECM and had similar problem. It won't open injectors and lost some startup checks (like coolant temp warning). I had to replace new ECM. I couldn't find visually what was broken inside of ECM...

See if you can find yourself a used Hakko 472 and gun for desoldering through hole chips. Get a decent temperature controlled soldering iron. You can set them to slightly lower temperatures to help you not lift the pads from the board. If you're not trying to keep the microchip I've cut the legs off them with xcellite nippers then desoldered the pins one at a time. When you're moving single pins like that you can heat the solder up till it's molten and then tap the board on the bench and the pin and the solder will drop out. Then clean up with solder braid.
