When I bought my GTX660 OEM, it was idling at 80 °C. I asked the seller whether or not he ever changed the paste, he said no, I changed it, went to 34 °C when idling. Always make sure you got the fresh paste.

And the neat transparent red heatsink coolers with the flame graphics on them, like my ancient hd2900xt from 2007. That card was the genesis of hot ass power hungry GPUs, lol. Those red coolers definitely sent a message, that this GPU was powerful and hot. The new bland designs sure don’t do that.

It's non-conductive normally and too much doesn't degrade cooling so theoretically you could make a bath of thermal paste and it would work fine

Jesus, you only need an appropriate amount of thermal paste that is small and centered where it spreads into a thin coat on the solid chip, making the surface area of the paste large enough after applying the device over it with adequate pressure! That's like 100x over!
