We are working on bringing feature parity between the old "Custom Report Layout' page and the new 'Report Layouts' page. Currently the new page doesn't support the Report Selection - XXX pages, Document Layouts / Setting up Layouts on Emails. The new page is also backed by newer system/tables which is why the layouts between these 2 pages are not shared. Once we have complete feature parity, we can start deprecating the old pages. That should help simplify the reporting experience on BC.
