I always do that on exterior doors so someone doesn't slip the bolts with a scribe and open the doors together.

If it’s blue it’s loctite thread locker to keep screws from loosening

The top flush bolt on our door doesn’t release all the way down to open the door. How do I get the bolt to fall down further?

You could back the screw out so the slide bolt would rub on the end of the screw to ack like a spring.
