This is an odd locomotive and your right about the pic-ups not being in the locomotive. The pic-up bogey in the tender can be removed by pushing off the cert-clip, (the C shaped spring clip), on the top connected to that brass peg you pointed out, so your guess was correct. That clip will shoot off so hold it down or you will be serching the floor. It was a very interesting video. Jersey Bill

Fastener holding the one truck looks like an e-clip, Tomas. You just push it sideways away from the open side. They make special tools or you can use a wider flat-tip screwdriver. Brass parts usually mean decent quality. Great find,Tomas!
