Retired NV Officer Firearms Qualification (HR218)

As a retired Nevada state police officer, I want to maintain my ability to carry a firearm. To do that, I have to qualify for my HR-218. A quick search on Google lists that on July 22, 2004, the Law Enforcement Officers Safety Act of 2004 became law. This federal law provides for the carrying of concealed firearms by law enforcement officers (both active and retired) nationwide upon meeting certain criteria. One of the requirements is passing a range proficiency test. This is what it looked like for my December 2023 qualifications.
The course of fire is as follows:
1. 6 rounds at the 4 yard line, primary hand supported, no time limit.
2. 12 rounds at the 5 yard line, primary hand supported, no time limit.
3. 12 rounds at the 7 yard line, primary hand supported, no time limit.
Firearm used was the Glock 43X with 3 magazines each containing 10 rounds. I use the Alien Gear ShapeShift Should Holster. You can view a video I did of this holster at: kzbin.info...

All LEOSA Officers, google HR 354, it is a new bill going to congress to allow high capacity magazines, and leave it up to the State you qualified in to do it annually or every couple of years.

Nevada CCW only needs to qualify every five years when they renew. My retired LEO ID expires every five years but I have to qualify every year. Can you say stupid? And I qualified in NV for my retired LEO in 2023 and there was no mag changes required, so I'm not sure where this was done or by who. The round count is correct but there were no mag changes. Since there is no time limit you could simply reload your mags.

Define high capacity magazine. I qualify yearly for LEOSA with 17 round magazines. I have read nothing indicating we are limited by capacity.

Just did mine in St. Louis last Saturday. It was about the same but with a few other old guys. Couple guys did it with revolvers.

You need to work on the reload. Having to fumble for proper orientation is suboptimal. Just sayin' 😁

The instructor mentioned the same thing. Reload is a weak point for me.

I dry fire reloads a few times per week with dummy rounds and a shot timer. Reloads are rare in real life but I practice them. Also I dry fire these quals 30% faster so the qual is cake.

i retired from LEO back in 2007 our department qualified every quarter and it was a tough course, the state of Georgia reviewed the course and realized we weren't qualifying once a year on the Georgia SQC . well the department changed one quarter to comply and i wasn't a good shooter but went in and lol barney fife could have done it. Georgia is a Constitutional carry state and although i still get my carry permit i don't see the need to do the HR218 since i don't travel much . just a thought we have some crazy liberal state has anyone been stopped and showed they're permit and how did that go . again that course looks like a breeze.

You are right. The course is easy. As a former firearms instructor, I thought it would have been similar to active duty quals.

@@mikelaputt Yeah, was watching some current videos and your going to fire some of those rounds unsupported with your firing hand as well as your support hand.

@@MPDano it’s like a pendulum. When I went to the academy, we had to qualify 70% with 12/12/12 rounds at 7/15/25 yards. For my instructor school, I had to qualify at 90% for the same course of fire. Years later, we never went further than 15 yards. With a possible change to unsupported and off hand shooting, I think injured officer situations are now the flavor of the month. Oh well. We do what needs to be done to qualify.

There is no change in the federal statue, that would require congress. The statute says the same qualification the department and state POST deems necessary, some states don't even require qualification for retired cops. So if the state POST has a minimum standard or criteria then it's up to the department to implement that standard and criteria for both active and retired. There is nothing that says the departments can't make it harder or if you need to fire more rounds or how those rounds are fired. It just says you must be qualified to carry CCW, nothing more. In other words it's left up to the department and state POST.

​@hateca1 that makes the most sense after seeing different states and their leosa Qual videos. All are different and no standard at all. I just got my leosa approved, so just waiting on my card from the Army. My Qual will be thru the san diego sheriff's office.

I used to live in Nevada. This is the same course of fire for the Nevada concealed firearm permit. I remember the last time I renewed mine in 2016- holy crap, there were several non-shooting people in my class that couldn't hit the broad side of a barn!

@@mikelaputt It is very much a perk. Retired LEOs are treated like they’re somehow better than the common folk. Some states allow retired LEOs to carry concealed without a permit, while requiring the lowly peons to obtain a permit.

Unlike ccw holders, active officers had to go through 80 hours of range training at the Academy, quarterly qualifications for every year active, and 8 hours annual training for every year active. Yeah, its maintenance of a skill set.

Didn’t you catch it’s a LEOSA qual? Not saying it’s a great course but it’s not a qual for current LEO’s.
