Well, the thing you critizised (Punk and HHH being "best of friends") is actually really good explained. I don't know the exact words anymore, but it was something like that: HHH: "You were the last guy I would have expected out here" Punk: "Those idiots walked out because you 'create an unsave working environment'. I love 'unsave working environment', hell I thrive on it" So Punk was there, because he wanted to fight (and because - and iirc this was "solved" earlier - HHH didn't tell Nash to attack him). HHH desperately needed Star Power, and was in 7th heaven when the biggest star of the company in this point of time came and told him that he was in.

They were going with Brock to end the streak for a long time, but as a business they also knew that there were several more years of Undertaker matches to do before losing the streak. Truly long term booking to maximize Undertakers once a year matches and a starting point for a 2 year period of Lesnar as a long term WWE and Universal Champion. No way it was ever going to be Brock vs Taker at Wrestlemania 27, 28 or 29, but they probably had a verbal agreement at some point hold off until 30 so that it would be Best For Business.
