You are right. This game's CPU opponents reads your inputs in 1 frame and perform a counter move with higher priority than your attack.

Would love a version of this game that had the original gameplay, backgrounds, and visual details, but with the Super Nintendo music. SNES could not replicate everything Neo Geo did, but they really did make the music a lot better on this game. A few others, as well. Not StreetFighter

This game was hard-coded for year 19xx with last 2 digits reading from the clock, no support for year xxxx.

I hate the fact SNK changed the way Rising Tackle was activated. From "Chargind Down, then Up" to "Forward-Down-Forward". Terry was one of the very few protagonists who didn't repeat Ryu's moves.

As we can see here, Fatal Fury 2 Special improved the combo system a lot. Retro Fighter tried to perform combos on the stunned opponent without success many times.
