It's not appearing on Android 13 because libretro have not updated it for the API level Google asked, so Google intentionally removed it for Android 13. Try older Android or prevent update. Or better, F-Droid it, coz Google broke what's not broken.

Tells me standard Retroarch is made for older versions of android and is not supported by my device, is Plus okay to use instead?

Yes. Plus is just a version made primarily for 64 bit android devices iirc, and all modern devices are. If you have a new enough version of Android to run Plus, you absolutely should. It tends to perform better and has more cores.

Yes you can. Access the overlay menu from in game.

Everything from NES to Dreamcast, you won't get ps2 and GameCube emulation with retroarch on Android. Best to use standalones for those.
