How can the internal resistance be measured?

Use an impedance internal resistance meter, is the simplest. KZbin has loads of videos on how to test.

So can you get 1.5v ones then?

Not nickel metal hydride no. You can now get lithium ion versions ragulated To 1.5 volts. But limited in output current if want to drive them hard. In reality the Nimh cells run most things, alkaline may start at 1.5 to 1.6 volts but the actual discharge curve is much worse than the Nimh, these hold a nominal 1.2volts right the way across the discharge phase, where as alkalines drop like a stone and they also have much higher internal resistance.
